Pay 2, kill 3 dudes, get 3 back. Seems fair, yeah? Haha! I also don’t really get Scavengers. Like you said, the work it takes in order for you to get cards under them, and given how easy it is for your opponent to take those cards back, makes Shiny feel totally useless.
